Description: This council shall advise and assist the Vermont Agency of Human Services and the Department of Education, as co-lead agencies, to ensure the development and implementation of a statewide system of early intervention services for families and their infants and toddlers with special needs. The system includes parents as equal partners and is family-centered, community-based, interdisciplinary and collaborative across agencies
